Fringes follow high-contrast edges. The bot looks at edges where the color changes abruptly in a way no real object would, such as a green line beside a white window frame, and neutralizes it. It leaves true colors in flowers, clothes and signs alone. In very busy scenes with small colored objects, some thin lines may be misjudged, so check the result against the scan.
Why old lenses did this
Light of different colors focuses at slightly different points. Modern lens designs correct for that with extra glass elements.
